The Committee on Bills and Overtures purpose:

• To assist sessions, elder commissioners or ministers in writing and presenting to Presbytery, for their vote, Overtures for General Assembly consideration,
• To recommend to Presbytery the committee’s concurrence or non-concurrence opinion on Overtures referred from the General Assembly.  This approval requires a majority of the Presbyteries concurrence [87].  The committee may consider any process by which any vote may be fully considered.
